The head of Telasi, Bezhan Khutsishvili, arrived to meet with the picketers and promised to fulfill their demands.

On December 16, 1998, displaced persons settled in the boarding school for the hearing impaired on Delisi Street in Tbilisi, blocking Vazha-Pshavela Avenue. The protesters demanded an electricity supply proportional to the amount the state deducted from them. Each IDP had 2 GEL withheld monthly, which meant that about 1,500 GEL was transferred every month from their building to the electricity distribution company Telasi, yet they only received electricity for 3 hours a day. The demonstrators demanded to be connected to the nearby Sakgaztransmretsvi building, which had a 24-hour power supply. The protest ended three hours later, after Telasi director Bezhan Khutsishvili arrived and promised to meet their demands.
