In the village of Jvari, a strike began with the demand to receive 10 months of unpaid wages. Around 50 workers involved in the repair works of the Enguri Hydropower Plant took part in the protest. In July 1999, they blocked the main drinking water pipeline, which caused discontent among local residents. The strikers declared that they would not end the protest until their employer, Sakenergo, paid the overdue salaries. The strike lasted for about a week.
