On November 21, 2001, residents of Dadiani Street in Tbilisi, and the following day the residents of Mtatsminda, protested against the ongoing blackouts by blocking roads for several hours. They were soon joined by people from other districts.
At the time, 60 percent of Georgia’s territory was left without electricity. Most budgetary organizations had accumulated a total debt of 4.5 million GEL to Telasi. Eventually, the government agreed to 11 conditions set by AES-Telasi, after which electricity supply in Tbilisi became more stable compared to previous years.
